The Appellant had a longstanding involvement in the management of under 18 county teams and was well regarded amongst his peers. In 2017, complaints were received regarding his failure to adhere to the FA’s safeguarding protocols. The FA investigated the matter and the Appellant was made the subject of a complete exclusion from youth football. It was contended by the Appellant that this was disproportionate.
An appeal was subsequently lodged and it was submitted that the matter should be dealt with as a full rehearing. That application was successful.
On 10 January 2019, the Appeal Board determined that a complete exclusion was disproportionate and ruled that the Appellant could be permitted to continue in an administrative capacity.
The FA had resisted the Appeal in full.
